MEANINGFUL SCORING: STAR RATING vs RAW vs ALL
Each category, question or landlord has a star rating that reflects how they compare to ALL surveys for the current date period. For example, a landlord may score a RAW average of 4.54 but that will not necessarily yield an excellent 5 star RATING. The star RATING reflects the comparison of the RAW average to the average of ALL surveys using some fraction of the standard deviation. For example, if the ALL surveys average is 3.5662, with st. dev. 1.4082, you actually need a RAW average of ~4.63 or higher for a 5 stars RATING.

Basically, you should interpret the RATING as Poor, Fair, Average, Good or Excellent based on 1 to 5 stars. For example if the rating is Good (4 stars), the landlord has a good score compared to others surveyed.

I would not rent from WPRG again. Though emergency repairs would be performed promptly, the repairs would be done poorly, frequently requiring multiple repairs for the same problem. Being a company, it is difficult to get in contact with an actual person, not a machine. It took 4 months (not exaggerating) of unreturned emails and phone calls to establish my rent as month-to-month when my lease expired.

Rent is cheap. In terms of service, you get what you pay for. To get anything done which isn`t an emergency, you must be polite and persistent. Threatening to pay less rent on the maintainance answering machine will guarantee a quick response.

I had heard bad things about William Penn when I moved in, but, all things considered, they were fine. I was impressed by the good condition of the hardwood floor when I moved in. I once had a problem with mice, but honestly, I don`t know many people who live in 150 year old buildings that haven`t. William Penn was prompt in sending maintenance, which was all I could ask for. With other maintenance problems, however, the maintenance guys were quick to respond, but didn`t do the most professional jobs with repairs which is such a shame in such a beautiful old building. They also failed to leave any notes if they`d been there while I was away--a little creepy. Also, the people at the William Penn office are rude which makes them a challenge to deal with.

The quality of the apartment reflected the price - low price, low quality. The reason I moved was because bugs started coming out of the wood works during the summer and the apartment below mine played loud music at 3 am. I complained about the music, but this problem never went away. Overall the management company was decent. Repairs were made when requested and when possible. However, their communication on how/when this would be done or if it was seen to is not very good.

William Penn Realty Group (WPRG) is a decent landlord agency. They keep the building well maintained, however they tend to do quick fixes rather than invest the time and money into making a quality repair that will last. In addition, it is very difficult to get in touch with someone in the office who can answer questions.
