MEANINGFUL SCORING: STAR RATING vs RAW vs ALL
Each category, question or landlord has a star rating that reflects how they compare to ALL surveys for the current date period. For example, a landlord may score a RAW average of 4.54 but that will not necessarily yield an excellent 5 star RATING. The star RATING reflects the comparison of the RAW average to the average of ALL surveys using some fraction of the standard deviation. For example, if the ALL surveys average is 3.5662, with st. dev. 1.4082, you actually need a RAW average of ~4.63 or higher for a 5 stars RATING.
Basically, you should interpret the RATING as Poor, Fair, Average, Good or Excellent based on 1 to 5 stars. For example if the rating is Good (4 stars), the landlord has a good score compared to others surveyed.

2009-02-10 ![]() The front gates in the past have been non-functional at best; have gotten better. Have had break-ins in several of the apartments of this landlord, including this building. Poor insulation leads to very high heating bills (even though apartment stays cold). Many of the appliances are relatively new. Relatively spacious. Have become more responsive recently. 2009-02-09 ![]() The apartment was always freezing. I lived in the back ground floor apartment which was right above a workshop. Workmen sawed, hammered, talked, and slammed doors from 7-3 Monday through Saturday and I could hear them right through my floorboards--there was no sleep or studying to be had. The worst part was that the building got broken into four times and the manager wouldn`t replace the faulty locks on my apartment door for two months, despite my pleading. I have lived in four apartment buildings so far, and this was by far the worst. Back to top | |||

2008-12-02 ![]() 1. We have given our feedback to the landlord that the lamps to the entrance of the building are faulty but it has been 2 months, and faulty lamps still. But, the outdoor lighting is still adequate as there are nearby lights. 2. Sometimes the heat gets turn off in the middle of the night when the temperature is at its coldest! Landlord said that it`s due to the thermostat setting and seem to suggest that there`s nothing that can be done. So, we got to standby our own portale little heater at night just in case it gets really cold. Back to top | |||
2008-11-20 ![]() I think New Horizons is an excellent property management company. I would recommend the building that I live in. Howver, I do not like the fact that one has to make lease decisions in December. Back to top | |||
2008-11-18 ![]() New Horizons makes a genuine effort to maintain individual units at an above-standard level. My carpet, appliances, and windows are all rather new (2-3 years old), and everything works well. There is someone from the agency to answer the phone 24 hours a day, though they will not necessarily respond very quickly to service calls. The common areas in the building are generally kept fairly tidy, but are not as up-to-date as the individual apartments. Back to top | |||
2008-11-18 ![]() Heating problems (non-functional central heat) took 1.5 YEARS to fix. Landlord refuses to fix drafty windows. Mouse problems recurred 4x before holes in walls were filled and replastered. Large cracks in walls (from ceiling to floor) are painted over, then recur in a day or two; landlord attributes cracks to "building settling." Generally requires multiple calls for the same problem to be addressed. Weekend calls to answering service not consistently forwarded to landlord at all. Back to top | |||

2008-11-17 ![]() I have been very satisfied living in Royal Chester Apartments, maintained by New Horizons Housing-they have always been very prompt to my needs. And the building is well-maintained. I never plan to move from this building prior to graduation. Back to top | |||
