MEANINGFUL SCORING: STAR RATING vs RAW vs ALL
Each category, question or landlord has a star rating that reflects how they compare to ALL surveys for the current date period. For example, a landlord may score a RAW average of 4.54 but that will not necessarily yield an excellent 5 star RATING. The star RATING reflects the comparison of the RAW average to the average of ALL surveys using some fraction of the standard deviation. For example, if the ALL surveys average is 3.5662, with st. dev. 1.4082, you actually need a RAW average of ~4.63 or higher for a 5 stars RATING.

Basically, you should interpret the RATING as Poor, Fair, Average, Good or Excellent based on 1 to 5 stars. For example if the rating is Good (4 stars), the landlord has a good score compared to others surveyed.

Pretty good with repairs. They misplaced our rent check once and threatened to evict us. Made a mess of our backyard knocking down fences and trees and haven`t fixed it yet. Heat`s tough to manage because windows are pretty leaky. Otherwise not too bad.

Campus Apt did a wonderful job finding an apartment that fit my lifestyle and price range. I like how they showed me 5-6 places I requested and added a few that they thought I would like. The maintenance crew is prompt and it is easy to contact any department when necessary. I really enjoy the office and I feel like the staff really cares about me as a tenant. I wish recycling was available and my place was revamped a bit, but all in all, I feel safe and happy to call my studio home.

There is a persistent problem with squirrels getting into the building and into apartments. I have mouse traps within my apartment, but have not seen a mouse yet (thank God). Building is quite, but fraternity next door is a little loud now and again. Overall building is not that bad. Positives are close location to campus, grocery store, CVS, and gym. Only really complaint about Campus Apartments is you have to stay on top of them to get things fixed / repaired. Make sure when calling or going into the office to remember who you spoke with so you can document how many times you have been in or called about a certain issue. Usually they are good, but sometimes they need a a little push.

Recently had a leak in my roof which was leaking all over my bed. I called and reported the situation and their solution was to rush over a large trash bucket to catch the water, and did not address the roof for several days. I couldn`t sleep in my bed for days. They refused to compensate for a ruined mattress as well.

The building is very old, the floors creak, the windows are cracked and in need of repair. For most things, they are good about doing repairs, unless it is what I consider major. I get prompt attention if there are leaks in plumbing, roaches, mice, cabinets, etc. The building is reasonably quiet, but the floors creak severely, and are in need of repair. However, this survey is flawed, in that I do not agree with the definitions of minor and major repairs. I`ve been living in the apartment for over 3 years, and there have been many leaks in the roof. The landlord promised to fix the walls and ceiling which are in need of repair due to water damage when I moved in and to this date, they still have not been fixed. I`ve been waiting for the windows to be changed for over 2 months past when they told me they would be fixed. The heat is hard to manage, the apartment is way too hot in the summer (I`ve had to buy two a/c units), and at times too hot or too cold in the winter. The laundry in the basement is inadequate and machines are usually broken. The cost of doing laundry is too much as well. Frankly, the building needs serious repair and the landlord will do minor repairs, but nothing major that will cost a significant amount.

At their 47th and Pine properties (4720,4730 and 4740) Campus must consider the tenants as non-deserving of adequate laundry facilities and overall cleaning. At 4740 the basement is filthy [dead mice, roaches running ahead of your feet] and the washers are not working well. Several tenants have complained but nothing has been done. The common spaces [hallways and stairs] are not cleaned often, same as the outside path leading to the street. The plus is the van that drives you to/from Penn and surroundings - which stops during school breaks, leaving those who are graduate students/professionals without the benefits of it, specially in this cold weather.

I have rented from Campus Apartments for 3 years in 2 different buildings. I am extremely pleased with management. They respond to my problems the same day, usually.

Generally pretty decent landlord-wise. Apartment is very livable. Generally free from pests, and an exterminator comes by once per month to check. A couple big problems: renewal in December for a lease that starts in July is flat out ridiculous (not in a good way). A minor part of washing machine broke... waited about 6 weeks for them to replace the machine when they could have just replaced the part. Windows weren`t staying up, and it took 3 or more maintenance calls to get a maintenance person who could actually fix them.

Repairs - some work appears unprofessional. Safety - doors are not secure - propped open by contractors & others; intercom system doesn`t work. Fire Safety - extinguishers are in hallways, not individual apartments; fire ladders are not available. Heating - apartments have combination window AC/heating units that inadequately cool/heat the living space. Recycling - landlord does not recycle.

I could hear mice/rats running around in the ceiling above and saw one in the kitchen. Nearby frats were loud. Parking is fair. Leaky faucets at move in. Neighbors were polite, friendly, and nice. Apartment was too small/contains pests for the price. Heat was barely adequate and landlord turned it on late in the Fall.

The front office is nice, but once you sign a lease, they forget that they need to continue to maintain the apartment. The apartment was dirty when I moved in. The promises of a clean apartment were a lie. Maintenance is all but non-exicstent, they come at their own leisure. They never make appointments because they never know when they are coming. It took them two eeks after I moved into my apartment to put blinds on the windows. The heat is controlled by them, so for long stretches of time it does not come on, even when it is only twenty degrees outside. I plan on moving after my lease expires, because I am sure there are better landlords in university city. The apartment complex itself is pretty decent, but the lack of concern they show for the tenants negates this little bright spot.

Campus Apartments takes an unacceptable amount of time to for repairs. I live in the basement apartment of 4029 Walnut. We have rodents, insufficient lighting and noisy neighbors above us. We had one occasion of a pipe burst in an apartment above us, and had to live with a caved in ceiling tile and water leakage all over our living area for several days before it was repaired.

Maintenance has been terrible. We have had a problem with our heat. It says in the lease that it is provided for us, but it has broken three times (the first time we had to call maintenance 6-10 times over a two week span in October to get them to come out and look at it). Also we have a significantly sagging ceiling from a former roof leak that we have reported four times, the first over a month ago, that still hasn`t been taken care of.

Campus Apartments is generally attentive to major complaints (locks, leaks, bugs) but is very slow to respond to more minor repairs. I have had an unpainted wall / drywall and unfinished electrical panel installation in my apartment for over a year. Because of the captive market of Penn students, they have little incentive to keep tenants around. Moving from subletting to leasing my current apartment, there was a $100/month increase in the rent because they considered me a "new" tenant. This sort of policy seems mismatched with the generally average-to-poor quality of the apartments or neighbors (loud undergraduates).

Campus apartments are okay landlords. I appreciate the shuttle that runs until 2 am Mon-Sat. They respond to repairs quickly, but often the job is not done correctly, thus requiring repeated calls and visits that may or may not fix the problem. For example, we have water damage in our ceiling that has only been painted over, and continues to bow the ceiling. Another tenent had the same problem and their ceiling collapsed. The other thing that is absolutely ridiculous is that they require tenents to tell them 8 months in advance whether or not they will lease the same apartment the following year. (My lease started Aug 1 and I need to let them know by Dec 1).

Although I love the location of my apartment, I have had great difficulties getting Campus Apartments to fix problems with my apartment. Recently, my bathroom ceiling caved in, and although I went through all the appropriate channels to get it fixed, Campus Apartments ignored my calls for help and it took over a week to get anyone to come and look at the problem, let alone fix it. I continued to express dissatisfaction with the situation while I was being ignored, but the Campus Apartment front office people informed me that the managers were on a Campus Apartments management retreat, and therefore I was not able to get help. Completely unacceptable in my opinion. I would highly recommend looking into other suppliers of apartments on campus.

There were roaches in my apartment this past summer. It was gross, but the exterminator they hire is a nice guy. And I think the problem went away after 2-3 weeks. There are fire extinguishers in the apartment and in the hallway, but I have never tested them. There is also a smoke detector in the unit, but I have not tested that either.

The mail box area is not safe. One of my package was open. When I called the apartment management, they refused to take responsibility and blame it on the post office. When I complained to the post office, they said since the mail box is inside a secured area with security camera, they are not responsible for packages left in the lobby. The blame game went on and nothing was done about it. Though I know it must be a resident who opened my package, I am amazed at how the management refused to even take the initiation to look into this problem. The maintenance crew, however, is extremely helpful and professional.

Campus Apartments refused to fix a broken lock on the outer door (the inner door was always broken in the open position), maintaining that it was being constantly vandalized by building resident. Washing Machines and Dryers were frequently inoperable, and there was a several-day turnaround for the service calls. Apartment was NOT clean when I moved in, but then I had to make it spotless for the moveout or surrender my security deposit. Neighbors (undergrads at USP) were very noisy on the weekends. Litter was strewn about the lawn, and the lawnmowing contractor would shred it with the mowers, spewing paper everywhere. The stair and hallways were poorly-lit and not clean - the carpet was threadbare and very soiled. Floors and walls were in poor condition in my apartment, with the evidence of water leaks in cracking and peeling wall paper and plaster.

No space to enter major complaint about this landlord: leases begin sept 1, but renewals are due in DECEMBER for the following year! And move-outs are before the end of the last month, but rent is not pro-rated.
