MEANINGFUL SCORING: STAR RATING vs RAW vs ALL
Each category, question or landlord has a star rating that reflects how they compare to ALL surveys for the current date period. For example, a landlord may score a RAW average of 4.54 but that will not necessarily yield an excellent 5 star RATING. The star RATING reflects the comparison of the RAW average to the average of ALL surveys using some fraction of the standard deviation. For example, if the ALL surveys average is 3.5662, with st. dev. 1.4082, you actually need a RAW average of ~4.63 or higher for a 5 stars RATING.

Basically, you should interpret the RATING as Poor, Fair, Average, Good or Excellent based on 1 to 5 stars. For example if the rating is Good (4 stars), the landlord has a good score compared to others surveyed.

Exorbitant costs. They will nickel and dime you for everything; be AWARE of their policy on breaking the lease if you need to move at the end of the academic year and you have a calendar year lease. They will FLEECE you unless you read it carefully. Also, they REFURBISH the entire building every two or three months...where are my expensive rent checks going? Into buying new furtniture for common spaces or renovating the office. Lastly, there have been reports that pieces of the concrete building have been falling off the building and hurting people. This has been a persistent problem and has caused them to erect scaffolding for MONTHS at a time, quite frequently. The scaffolding makes traffic (pedestrian and driving) a problem on Locust St. The fire alarm also goes off frequently, and they seem very confused as to why, or how to shut it off when no fire is discovered.

Good and clean space with lots of ammenities. Management is O.K. (there`s a new manager that seems very concerned about maintenance in general). There are very expensive apartments with new appliances and less expensive with old ones. Location is good but in the far range for walking distance. Deposits are lower than in other rental places. They are very used to deal with UPenn students (more than half of building is rented by Wharton/Med/Law students, according to management). They are flexible when dealing with international students (they give you time to submit deposits, sign lease, help you with the relocation, etc.)

For the most part, it`s good for the price. However, the property managers (like most property managers) do not seem to care about you and will basically stop responding once you sign your lease.

The building is great. The updated units are really nice. The windows are a little older - single pane, but I am high up so its not noisy for me, although it can be cold right next to the window. The heat/AC work great though, so no issues. The only negatives is that Locust right near 16th seems sort of sketchy late at night.
